ABSTRACT

Increasing competition in the international market of transport services, due to the accelerated economic growth of the countries of East and South-East Asia and the formation of international transport corridors bypassing Russia make it necessary to create a competitive Maritime transport and logistics infrastructure (MTLI) in the Caspian region, whose favorable geographical location allows realizing the foreign trade and transit potential of cargo transportation through the territory of Southern Russia.
Basing on the systematization of open data, the structural and content characteristics of the components of the following Caspian sea transport and logistics infrastructure is presented: sea ports of Astrakhan, Olya, Makhachkala; water, railway and automobile routes; and sea and water transport.
The study of the marine transport and logistics infrastructure of the Caspian region highlighted the following problems: low capacity utilization of ports, lack of awareness among shippers about the possibilities of a route across the Caspian sea; lack of rolling stock for freight traffic, including grain that can potentially be transported to Iran via Caspian sea ports; high workload of rail access to ports. The conclusion is formulated about the need for accelerated development of the Maritime transport and logistics infrastructure of the Caspian region based on the expansion of the sea ports specialization; construction of new ports in the cities of Kaspiysk and Derbent; development of the multi-modal route India-Iran-Azerbaijan-Russia.

ABSTRACT

The topicality of the paper is defined by the world trends of economic development accompanied by the growth of urban population and the formation of agglomerations. Moscow agglomeration has a leading development potential among others.

Uncoordinated and unbalanced policies of various government agencies and monopolies as well as business structures can lead to irrational expenditure of investments and negatively affect the public interests: environment, level of prices for consumer goods and services, level of service, imbalance of labor market, aggravation of problems related to the labor migration. In long-run perspective it may lead to a slowdown or even a reduction in the gross regional product.

The article considers main stages of urbanization, models of urban environment development (functional distribution of infrastructure), spatial development of agglomerations (mono- and polycentric agglomerations), and main risks associated with the development of Moscow agglomeration according to the adopted model.

The work focuses on the necessity to clarify the boundaries of the Moscow agglomeration when the interests of nearby territorial entities are under consideration and projects of logistics and manufacturing infrastructure development are planned.

Based on the program and reports it was evaluated the effectiveness of remedies to develop Moscow agglomeration implemented by state and municipal authorities. As well, it was analyzed the potential impact of remedies on the interests of industries and social spheres that are related to the implementation of these projects.

In particular, it is shown the data on the level of development and geographical distribution of regional warehouse infrastructure, the provision of freight rail infrastructure, the problem with staffing issues in the logistics sector and the migration situation in the Moscow region.

The conducted research confirms the necessity to elaborate transport and logistics system in Moscow agglomeration taking into account all risks associated with side-effects of the program.

There are some key conclusions are received in the article among which: 1) it is required to coordinate programs on the level of the whole agglomeration and industries whose performance indicators reflect the decisions made; 2) the transport and the logistics system of Moscow agglomeration should be developed taking into account all risks associated with the side-effects of the program; 3) the second proposition can be realized via the creation of a center responsible for the development of various agglomerations; 4) the center mentioned in the point three should include not only state and municipal authorities, but also science and business in order to coordinate programs at different levels, provide methodical support and collect data which will be used to monitor and evaluate the effectiveness of projects.

ABSTRACT

In recent years, the huge part of freights is around the world transported in containers, and delivery vehicles, the reloading equipment and infrastructure for performance of this type of transport gained very big development. In Russia work on increase in volume of transfer of containers in domestic ports is conducted, however, in 2015 volumes of transportation of goods in containers through country ports significantly were reduced. Therefore in the article tendencies of development of infrastructure on global container highways for the purpose of definition of their influence on the regional freight traffics following in the direction of Russia are investigated

ABSTRACT

This article covers the analysis of logistics purposes which are connected with the features of a new stage of economic growth. Service economy is the core of this stage. Logistics purporses are the following: business processes integration, formation of new markets and entering existing ones, value added chain diversification and investment flow stimulation. Author analyses main driving factors for logistics in general and logistic service market in particular as well as competitive advantages formed by effective logistics and supply chain managenent technologies. Basic principles of innovative management approach and their application in logistics at both macro- and micro- economic levels are examined and examples of strategic objectives achievement with means of logistics are provided. The way and origin of economics at different views (such as industry, dimensional and institutional view) define transport infrastructure development level and quality as well as volume and structure of logistic service market. In return, logistics and investments in logistic infrastructure have direct impact on the national economics structure

ABSTRACT

The article describes the model of financing of transport and logistics infrastructure in the transport connection points. The author signifies the following possible tools of finance: direct government funding, government funding of special-purpose projects, government funding via the purchase of shares and loans of private companies implementing infrastructure projects, various financial models of public-private partnership (PPP).

The work investigates the advantages and disadvantages of the financing models. Particular attention is paid to the most widely used format of public-private partnership model. The paper provides examples of financing logistics projects in St. Petersburg.

ABSTRACT

Logistics infrastructure development drives the national welfare growth. Transportation plays a significant role in logistics infrastructure as it helps to realize one of the main logistics functions – management of material flow between two different points. Taking into consideration the length of Russian Federation as well as variety of climatic and natural conditions, it is obvious that railway prevails as it is unaffected by external impact and has several economic advantages over other modes of transport. The article demonstrates the need for speedy execution of the project well known as Northern Latitudinal Railway. Moreover it is investigated general socioeconomic and logistics consequences of appearance of Transpolar alternative to Trans-Siberian Railway

ABSTRACT

The prospects for building an efficient logistics infrastructure at the transport hub (TH). It is shown that this subject is one of the priorities of the implementation of the "Transport Strategy of Russia for the period up to 2030 ." proposed methodology and organizational and methodological approaches to the modeling of competitive options TH logistics infrastructure . It is proved that under conditions of high uncertainty of the environment, determine the behavior of the logistic system specifications, the best approach is to use the tools of system dynamics modeling and simulation.

ABSTRACT

This article analyzes the development of retail chain market in Russia in the context of building an efficient logistics infrastructure in the distribution. Key market trends specific to the current stage of retail trade development and the main factors influencing the change in the retail market in Russia (the growth of competition, increase of the share of the largest network operators, active entry of world's online retailers into the Russian market and others) are analyzed. There are the following main trends of the market marked in the article: open of new stores, extension of market coverage and expansion of logistics infrastructure, in particular, development of distribution centers and other storage facilities.

It is recommended for retail operators how to design and re-engineer its own distribution network in the article. It is shown the way of interaction between departments of trading company, especially with logistics one, regarding decision of strategic tasks of effective distribution network design. Approaches how to evaluate the effectiveness of logistics distribution network reorganization are assessed.

It is proposed an algorithm of distribution network design (reengineering) which comprises three main stages: analysis and evaluation of the existing logistics distribution network; identification of key areas of logistics distribution network reorganization; the reorganization (or design) of the optimal logistics distribution network.

ABSTRACT

The article deals with the problems of transport and logistics infrastructure development caused by the change of technology platforms, generations of equipment and technologies in the historic perspective. The main characteristics of the infrastructure and the rolling stock of the various modes of transport - rail, road, water – are explored. It is shown that modern trends in transport infrastructure are associated not only with the technological peculiarities and the change of generations of technology, but also with use of logistics principles. These principles require a comprehensive approach infrastructure design what particularly come to the logistics centers creation.
