Strategic Technical Planning of the Macrologistical System of Providing Enterprises of Metallurgy with Prepared Materials in the Phased Commissioning of the Main Production

ABSTRACT
The article discusses the main aspects of the strategic technical planning of the macrologistical system of supplying the metallurgy enterprises with the prepared materials during the stage-by-stage commissioning of the main production facilities. It is shown that the provision of prepared materials to enterprises of metallurgy during the stage-by-stage input
of the capacities of the main production is possible only on the basis of the formation of a macrologistical system that implements the dynamic volumes of the materials prepared due to the stage-by-stage commissioning of the production capacities. The task of technical and technological optimization of the parameters of the macrologistical system of providing the metallurgy enterprises with the prepared materials during the stage-by-stage commissioning of the main production capacities is formulated in a general, substantive way. The methodology for its solution has been determined. The principles of basing the formulation and solution of the problem are stated. An algorithm for solving the problem is stated. Mathematical models are proposed for optimizing the parameters of the macrologistical system of supplying the metallurgy enterprises with prepared materials during the stage-by-stage input of the main production capacities. The results of the selection of the optimal parameters of the macrologistical system are given. The directions for the further development of research are determined. The accomplished studies make it possible to define a conceptual scheme of a new (based on logistic principles and use of a single information space of supply chains) approach to the strategy of forming a macrologistical system for providing the prepared materials of metallurgy enterprises with a phased introduction of main production capacities.

ABSTRACT
The article embraces the study of the major approaches to coordination and intra-organizational conflict management in the management theory. The purpose of the study is to raise efficiency and effectiveness of the logistics coordination. Foreign sources as well as the results of the author’s own empirical research, employing methods of questionnaire survey and statistical data analysis, prove that the issues of interfunctional coordination are of high importance for the absolute majority of business organizations. One of the main reasons for that lies in the dominance of the linear-functional type of organizational structure featuring artificial barriers between the company departments. The author reviews standpoints of the representatives of the classical management theory, human-relations school, systems and contingency theories. With regard to each school the paper exams priority means of interfunctional coordination along with the major strategies for interdepartmental conflict management. Based on the research and application of the comparative analysis method, the author suggests systematization of the approaches to interfucntional logistics coordination and outlines respective coordination mechanisms (means of hierarchy, horizontal communication, standardization of the processes, their results, skills and competencies as well as norms and values). The article reveals a number of contingency factors that influence the selection of interfunctional logistics coordination mechanisms along with the choice of appropriate strategy for the organizational conflict management. The author proves the effectiveness of «compromise» and «cooperation» strategies in tackling interfunctional logistics conflicts and describes major conditions of their choice. The paper finally shows that coordination tools and ways of settling conflicts developed in the theory of management can be applied to solve logistics issues in organizations of various business environment.

ABSTRACT
The main focus of the article is comprehensive analysis of confectionary market in Russia, as well as investigation of logistics and SCM specifics, existing problems and requirements to the companies. As the result of the analysis the author states that in conditions of probable economic crisis and hard competition, business should concentrate on the strategic partnerships development and balanced inventory management. Thus, VMI could help to avoid short-term ineffective interactions and increase financial output.
