Making Management Decisions Caused by a Stock-Out

ABSTRACT
Stock-out – an inventory shortage, is a situation which periodically or constantly retailers, networks of retail trade (and other commercial organizations connected with replenishment and stocks expenditure) face worldwide. Numerous publications of foreign authors proposing practical solutions for such organizations is a vivid example of it. Some retail chain stores and enterprises even issue guidebooks to handle stock-out.
In domestic literature, there are publications describing various stock-out forms, as well as recommendations associated with the decision-making on them. Nevertheless, the experience connected with the prevention and struggle against the stock-out consequences is uncoordinated, lacks common structure, and sequence of actions. An enterprise facing stock-out receives only fragmentary data on the nature of this phenomenon, necessary instruments of influence and the sequence of actions.
To give an idea of the existing spectrum of analytical approaches and possible practical solutions, is one of the main objectives of this article. At the same time, issues related directly to determining the stock volume and other parameters of a company's inventory management system are considered. Based on the analysis of the issues described above, a possible algorithm of actions an organization can follow in the event of a stock-out, is presented. The possible development of an approach to manage the most complex stock-out case – «with a lost demand» is also considered.

ABSTRACT
The current situation in the world economy has a significant impact on the imbalance in the use of different types of natural resources. International energy supply chains are a crucial element of energy security, and their sustainability affects market conditions in most countries. The primary purpose of this article is to form the foundations of the theory and methodology of supply chain management of pipeline transport. Authors identified opportunities for the application of the method of the logistics to pipeline transport systems. By analyzing the features of pipeline transport in general, the authors propose the use of methods and models of logistics and supply chain management in the planning of the oil and gas transportation systems, taking into account the characteristics of flows while using this type of transport.

ABSTRACT
The article is devoted to the topical problems of the wide development of the Arctic zone of the planet by the Russian Federation; these problems are of great importance in the context of increasing international competition and tightening economic sanctions against Russia by the EU, Canada and the United States. The prospect of a kind of revolution in global logistics has long attracted the attention of the Arctic States, whose borders are relatively far from the Arctic circle. We are talking primarily about China, India, Japan, South Korea, Singapore etc. (a total of 12 countries), that today have the status of permanent observers of the Arctic Council. The directions of scientific research and practical projects of these countries in the Arctic are analyzed.
In these circumstances, Russia faces the task of protecting the Arctic region as a national resource base and transport artery in an economically feasible way, relying on the capabilities of modern logistics. The current situation in the world requires our country, first of all, to strengthen its power capabilities in the Arctic region. However, this should be implemented with the help of innovative logistics technologies, seeking to improve the economic efficiency of the problem. Innovative Russian logistics technologies that can significantly enhance the competitive potential of Russia in the Arctic region are considered. The supply chain management (SCM) paradigm is proposed as a methodological basis which provides for the achievement of the intended result not only and not so much the intensive use of existing ones, but also the ability to constantly produce new competitive advantages. The authors ' proposals will contribute to the growth of domestic oil quotes in the European markets, to the activation of domestic and foreign investments in the construction of the Northern sea route, will strengthen the economic and national security of the country

ABSTRACT
The article systematically covers and analyses methodological and practical problems in relation to a new specialization of “Logistics and supply chain management”. The article considers a wide range of issues connected with the main activity of logisticians and experts in supply chain management (SCM); with prestige of the profession / specialization; with opportunities of self-improvement, career development and alumni employment; as well as with supplementary post-graduate education. The article reveals advantages of using innovative (digital) technologies, information and computer-based systems and software products. The role of School of Logistics and the International Centre of Training in Logistics in establishment and development of this prospective specialization in Russia is shown.

ABSTRACT
Within the framework of the digital economy development in Russia, one of important areas is “digital logistics/ supply chain”. In the market of freight and passenger traffic the use of digital technologies gives a competitive advantage, therefore their implementation is becoming inevitable for the entire logistics industry. This article considers trends, advantages, prospects and barriers to the implementation of digital technologies in the Russian Federation; the main types of these technologies and their influence on logistics business processes efficiency. A scheme for digital technologies (Big Data, IoT (Internet of Things), Blockchain, Cloud Services, 3D Printing) using in the supply chain are also presented. This paper provides the analysis of digital technologies use impact and a methodology for assessing the relationship with the components of the model of total logistics costs (TLC) in supply chains.
It should be noted that proposed TLC model does not only include logistics operations costs, but also the costs associated with complete customer satisfaction.The use of digital technologies in logistics makes it possible to increase efficiency,precision and speed of logistics operations, however it requires significant financial investments, personnel training, accounting long-term physical movement over long distances, problems of customs clearance and terminal handling of goods.

ABSTRACT
Success of any logistics enterprise in the context of digital economy progress directly depends on regular and effective innovations in the area of improving analytical applications and information systems in such actively developing fields of knowledge as strategic management, distribution networks development, and supply chain management. In an attempt to ensure a sustainable economic circumstance under conditions of strong competition, the most perspective companies are increasingly focusing on the development and introduction of modern methods and tools for intelligent data analysis. ABSTRACT
Currently, a company’s competitiveness largely depends on how it exploits the opportunities offered by modern information technologies. The Internet of things, big data, blockchain, artificial intelligence technologies - all of this brings companies to a new level of interaction and competition, gives new opportunities to build logistics processes, adjusts supply chain management. It is common knowledge that an important factor of success in the market is information awareness, or rather possession of knowledge. The development of Internet technologies and mobile devices made it possible to register almost all events: a visit to a store, a purchase, a trip, a meeting, etc. Information about these and other events is often in free access in the form of text messages in social networks, blogs, news websites, but the problem is to find, to analyze, and to draw conclusions. Text mining tools help to solve these tasks. The article reviews the experience of using text mining tools to solve problems in management, marketing, finance spheres, discusses possible applications of text mining in logistics and supply chain management. The article describes the process, main typical text mining tasks, and reviews the functionalities of modern text mining tools.

ABSTRACT
This article determines the system of rating branches for a logistics company based on key performance indicators.
The purpose of rating is to increase the efficiency of branches for a logistics company.
The rating is used as a comparative performance evaluation of the effectiveness of branch units. The ranking is considered through a point system and based on the level of key performance indicators.
The rating is aimed to solve the following problems:
- to develop measures to meet the targets;
- to use the best practices of some branches;
- to improve the execution of key performance indicators alongside with planning system improvement;
- to develop technologies aimed at reducing costs by making optimal decisions;
- to improve the quality of service;
- to motivate and create a competitive environment between branches.
The rating determines both quantitative and qualitative comparative evaluation in order to implement key performance indicator system. Qualitative assessment takes into account priority indicators and the efforts of the branches in their implementation.

ABSTRACT
Over the past decade, the Internet has significantly evolved, it connects people, systems and applications. Cloud computing technologies unite the whole world; logistic activity is not an exception. At present, any enterprise solves logistics tasks. With cargo transportation, such tasks can be solved more quickly, giving companies and their customers a single platform for interaction or cloud services. Recently manufacturers and suppliers of logistics services have been using cloud computing technologies more and more to reduce their costs and optimize business operations.
Cloud computing technologies have a huge impact on modern economy. This article considers the role of cloud technologies as a tool of logistics outsourcing in the transportation market as due to information and Internet technologies development, it is becoming increasingly possible to introduce the latest techniques in logistics. To assess the impact of cloud services, the main advantages and disadvantages of cloud logistics, as well as the prospects for the development of cloud services in domestic logistics activities are highlighted.
Various innovative technologies allow transport operations to proceed smoothly and quickly. At the same time, cloud computing technologies in logistics do not only increase the reliability and efficiency of operations, but also provide a reduction in transportation costs. Using cloud-based systems, logistics providers receive an effective planning and supply chain management tool to improve the level of customer service.

ABSTRACT
The internet retail development entails changes in supply chain structure, as well as the need for a complex logistics service for online retailers. The logistics providers can cope with these challenges and changes. The author justifies the expediency of this cooperation. The justification is based on several points: availability of a logistics provider infrastructure, additional services for internet retailers in the interaction with 3PL-provider, transaction costs reduction for internet retailers, scale economies in logistics service for online retailers, the current situation in the market of logistic services etc.
Based on the analysis of references the author notes that insufficient attention is paid to the logistics service development for internet retailers. As a result, the author has developed a procedure of the logistics service system development for internet retailers and the requirements for its implementation by a service provider. The special attention in this procedure in addition to the process requirements and logistics infrastructure formation is paid to the development of 3PL-provider services standard.
